Municipal Human Resource Management Office

Mandate

Plans and directs the personnel program of the Local Government Unit of Malita, Davao Occidental. Performs a variety of complete tasks involving Administration Management and Operation of Personnel Records Keeping and maintains liaison with the Civil Service Commission, GSIS, HIVDF, PHIL and other National Agencies.

The Human Resource Management Office of the Local Government Unit of Malita shall be the Davao Occidental Province’s core of Excellence for Strategic Human Resource and Organizational Development

Mission

To assist the Local Chief Executive achieve the administration’s objectives of fostering harmonious relationship with the human
resources: to hire/employ capable and competent people and provide them with opportunities with advancement and self-development; assist/advise the Local Chief Executive in formulating policies and programs that will serve the requirements of employee’s discipline and recommends appropriate proper administrative action to the Local Chief Executive; to provide technical assistance and services to the different departments in relation to their personnel functions in promoting satisfactory work environment; and to ensure that all employees are treated equally and fairly in the application of policies, rules and regulations and in rendering services to them regardless of Gender, Religion, Ethnicity and Circumstances of Disability.

HRMO Personnel Duties and Responsibilities

  • MS. GRETCHEN. M. BIRONDO, Administrative Officer IV
    • Administrative Division Head
      • Preparation/Updating Employees Service Records in the HRMO Data Bank
      • Preparation/Printing of Certificate of Employment (with/without Cert of Compensation)
      • As the highest ranking Administrative Officer of HRM Office, you must supervise, correct, check, support and guide all System Heads
      • Supervises all HRMO personnel in Administrative Matters on Records Management, Security, Equipment Maintenance and House Keeping and other related matters
      • Sign documents for and in behalf of the HRM Officer when authorized and/or HRMO is on Official Travel
    • System Head for: RECRUITMENT SELECTION & PROMOTION
      • Process all necessary documents for RSP
      • Check the MSP for correction and addition of all new proposals to improve MSP
      • Must meet HRMPSB for MSP matters
      • Must keep and forward all evidentiary Requirements with regards to MSP & HRMPMS to the HRMO Databank In-charge for electronic saving and archiving
      • Must complete all needed documents for MSP & HRMPSB as per checklist on assessment for Prime HRM Level up process
      • HRMPSB Secretariat Head
      • Does other functions as maybe required by the HRM Officer
  • MS. MINDASUL L. MARIANO, Administrative Assistant IV
    • System Head for: PERFORMANCE EVALUATION MANAGEMENT SYSTEM
      • Process all necessary documents for PMS
      • Check the SPMS for correction and addition of all new proposals to improve SPMS
      • Must meet SPMS TWG for Calibration Process
      • Must keep and forward all evidentiary Requirements with regards to PMS to the HRMO Databank In-charge for electronic saving and archiving
      • Must meet with PMT for Calibration Process and other concerns on PMS
      • Must complete all needed documents for PMS as per checklist on assessment for Prime HRM Level up process
    • LGU-Malita HRMO Employees Leave Administration In-charge
      • Preparation of ‘Monetization of Leave Credits Vouchers and ether documents
      • Processing of Retirement Claims far LGU Malita Employees
      • Updating of Leave Cards of all employees
      • Collection and checking of employees DTR with MPOR
    • Additional Functions
      • Collection arid checking of SALN of all employees
      • Checking and processing of GSIS Loans and other Loans
      • Does other functions a maybe required by the HRM Officer
  • MS. LEONICE N. LODOVICE
    • Assist Performance Management System Activities and Programs
      • Print and past Monthly Birthday Greetings of all LGU-Malita Employees
      • Must complete all needed documents for PM as per checklist on assessment for PRIME HRM Level up process
      • Print and check Flag Raising Ceremony Attendance Sheets for all LGU-Malita Employees
      • Does other functions as maybe required by the HRM Officer
  • MS. ELVIRA S. CHAVEZ
    • System Head for: LEARNING AND DEVELOPMENT
      • Process ail necessary documents for L&D
      • Check the L&D Plan for correction and addition of all new proposals
      • Must Meet HRDC for L&D matters
      • Must keep and forward all evidentiary Requirements with regards to L&D to the HRMO Databank In-charge for electronic saving and archiving
      • Must meet with L&D for other concerns on L&D
      • Must complete all needed documents for L&D as per checklist on assessment for Prime HRM Level up process
    • HRMO Records Officer (Designate)
      • Manage all Records of HRMO
      • Check and update 201 Files of all LGU-Malita Employees
      • Manage incoming and Outgoing Communications
      • Does other functions as maybe required by the HRM Officer
  • MS. ALEX ANDREA G. LEDESMA
    • Assist L&D and R&R Systems
    • Numbering of Memorandum Orders and Executive Orders
    • Collate, Receive and Release Travel Orders (Employee’s Copy)
    • Prepare Travel Order of HRMO Personnel
    • Receiving of Incoming Communications
    • Releasing of Outgoing Communications
    • Print and Check Flag Lowering Attendance Sheets
    • Does other functions as maybe required by the HRM Officer
  • MR. HAROLD F. MAHINAY
    • Procurement and Supply Officer (Designate)
      • Prepare FIR and process all procurement matters for HRMO
      • Process Payment of bills and payables of HRMO
    • HRMO Data Bank System In-charge (IT Head)
      • Save all evidentiary requirements for the 4 systems in the HRMO Computer Databank unit in PDF format
      • Collect all Evidentiary Requirements of all Systems
      • Keep hard copies of all Evidentiary requirements for the Prime HRM Evaluation
      • Maintain HRMO computers, printers, internet connections and other office equipment
      • Download and pint Finger scanner printouts for DTR preparation
      • Preparation and printing of Employee’s identification Cards (Large and Small)
      • Does other functions a maybe required by the HRM Officer
  • MS. MARY ANN N. LORONO
    • System Head for: REWARDS AND RECOGNITION
      • Preparation of Loyalty Award Bonuses (Listing per Year)
      • Preparation/Updating Notice of Salary Adjustments of all employees
      • Preparation/Updating Notice of Salary Increments of all employees
      • Process all necessary documents for R & R
      • Check the PRAISE for correction and addition of all new proposals to improve R&R
      • Must keep and forward all Evidentiary Requirements with regards to R&R to the HRMO Databank 1n-charge for electronic saving and archiving
      • Must meet with PRAISE Committee for formulation of awards and creation of Internal Rules and Regulations for R&R
      • Must complete all needed documents for R&R as per checklist based on assessment for Prime HRM Level up process
      • Process Vouchers and Attachments for R&R System related awards
      • Does other functions as maybe required by the FIRM Officer

    • Does other functions as maybe required by the FIRM Officer
  • MR. ROY M. CARBAHOSA
    • ARTA Action Officer
      • Check identification Cards of all employees
      • Check proper Uniforms of all employees
      • Advise employees not to loiter at the Lobby
      • Inspection of Offices from time to time
      • Submit Daily Report
    • Assist RSP System on Background Investigation on all applicants for HRMPSB Deliberation and appointment
    • Assist the HR.M Officer on Investigation of incidents and reports on Employee’s misconduct activities and other unscrupulous activities during office hours
    • Assist on the Preparation and programming of employee’s Identification Cards
    • Assist the IT Head on ail programming jobs of HRMO
    • Does other functions as maybe required by the HRM Officer
